
School exemption
Parents can request a school exemption when they believe their child is ready to enter kindergarten or first grade, even if they haven't reached the required age. This exceptional measure allows the child to be admitted to school earlier than expected and is granted for humanitarian reasons or to prevent serious harm to the child. In Quebec, the required age for entry into kindergarten is 5 years old, and 6 years old for first grade, by September 30th at the latest.
Which child is eligible for a school exemption?
Starting school is a key milestone in a child's life, with a significant impact on their development. Therefore, requesting an exemption to allow a child to begin preschool or first grade earlier than planned is an important decision for parents.
According to the various provisions of the Regulations on Exceptional Eligibility for Preschool and Primary Education, a child must clearly stand out intellectually, socially, emotionally, and psychomotorically to benefit from this exceptional measure. Furthermore, a request for school exemption must be considered not only for children with an advanced level of development, but also when there are valid reasons to believe that the child's well-being and development would be compromised without this early admission.
Psychoeducators are among the professionals qualified and authorized to assess a child's abilities. Their evaluation of the various areas of development should allow them to determine the risks of developmental delays if the child's school entry is not expedited.
Steps :
First Interview (1.5 hours)
Interview with the parent to assess their motivation for the exemption
Analysis of demand and expectations regarding evaluation
Explanation of the objectives of a derogation and the evaluation procedure
Signing of the service agreement and communication consents
Request for relevant documents such as report cards and previous assessments
Distribution of questionnaires for parents and daycare, including socio-affective profile and adaptive behaviors.
2nd Interview (2 hours)
Interview with the child to assess their cognitive profile
Correction and recommendation to continue or not
Interview with the parents for the anamnesis and developmental history
3rd Interview (2 hours)
Interview with the child for visuomotor assessment and affective and social maturity
Interviews with parents, if necessary, for further information on adaptive behaviors and socio-emotional profile
Analysis work (4 hours)
Telephone contact with the daycare center or other
Analysis and interpretation of test and questionnaire results
Report writing
4th Interview (1.5 hours)
Presentation and explanation of the child's strengths and needs, conclusions regarding the request for exemption, and delivery of the written report to the parents.
Before initiating the assessment process for a school exemption request for your child, it is important to verify with your school board and the school in question that you are within the deadlines for submitting such a request and to familiarize yourself with the admission criteria. The optimal period to submit a school exemption request is generally between February and April.
